Void Deck also Cannot? 在组屋底层也不行?
Received an email 2 days ago from the TC Property Officer attaching a complaint email from a resident from my block which states:
(a) There are currently about 6-7 stray cats loitering at the loading bay area of blocks *15-*17. This is a disturbing trend.
(b) These stray cats create loud moaning and groaning noises in the wee hours of the night, and this causes sleepless nights to us residents.
(c) These stray cats urinate at the lobby and void deck areas, making the areas unsightly and reeking of urine stench.
(d) If left unadressed, the number of stray cats will definitely multiply as there are currently people who feed these cats in the mornings, afternoons and nights at the void deck and at the MSCP.
The TC Property officer also mentioned that the resident was concerned that if not control, more stray cats may appear and dirty the environments.
This complainant is obviously making allegations without any factual truth and I hope this TC Property Officer could see my points and not pander to such falseful complaints.
There were only 3 sterilised community cats at those 3 blocks for the past 4 years with the exception of 1 sterilised free roaming house cat that has been let out recently. So where are the 6-7 cats? How can sterilised cats multiply?
Has anyone ever heard a cat moans and groans? The complainant is sex deprive or what? And in anyway, I checked with the residents from 4 different units in my block (each unit is facing a diffent part of the estate) about the noise, 3 out of 4 said that they did not hear anything including a student who always stays up between 2am to 4am. One of them said he only heard the noise occasionally which never last more than 2 seconds.
As for the urine at the lobby and void deck, yes there were urine at the void deck but anyone with common sense could tell from the size of the puddles that they were the creation of pet dogs where the irresponsible owners should be held responsible
And with the deterioration of our civic mindedness, our estate cleanliness has been dwindling. I do not deny there were left over cat food by some ghost feeders but they really dwarf in comparisons to the tonnes of other garbage created by the 'two-legged".
This so called 'concerned' resident should appreciate what we, the responsible and dediciated residents have done in controlling the population of the community cats through sterilisation. The environment is also kept clean due to our responsible feeding as well fed cats will not forage the garbage bins for food and through our continuing effort to advise others from feeding irresponsibly.
市镇理事会在2天前发了一封和我住在同一座租屋的1位居民所发出的投诉电邮给我。电邮的内容指说-
(a)位于大牌*15到*17的卸货区有6-7只流浪猫闲晃。这是一个令人不安的趋势。
(b)这些流浪猫在深夜沉吟和伸吟,扰人清梦。
(c)这些流浪猫在电梯通道和租屋底层洒尿导致这些地方脏乱和臭气熏天。
(d)因为有人早、午、晚在租屋底层和多层停车场喂养这些流浪猫。若不及时控制,他们的数量就会增加。
市镇理事会也在电邮中提到说这位居民担心如果不及时控制,猫咪的数量会增加导致环境脏乱。
这位投诉人显然在没有事实根据下胡乱提出投诉。希望市镇理事会能理解我的分析而不会一味的只迎合投诉人无理的投诉。
在这4年来那3座租屋的底层一直都只有3只已经结紮了的社区猫。直到最近才多了一只结紮了的家猫下来闲晃。所以那来的6-7猫?已经结紮了的猫的数量怎么会增加?
有没有人听过猫会沉吟和伸吟的?投诉人是不是缺乏性行为呀?据我向同座的其他4个单位的令居了解(4个单位都面向不同的方向), 其中有3个说他们并没有听到任何声音(其中一个还是经常深夜2-4点都还没睡觉的学生)。另一位令居则说偶尔有听到猫叫声但是不到2秒钟就结束了。
在组屋底层的确是有尿的痕迹,但是有普通常识的人从小便的份量就会知道那些是狗而不是猫的小便。受惩罚的应该是那些没有责任的狗主。
由于人文素质下滑的关系,我的社区的清洁指数确实施有每况愈下的趋势。我不否认的确有些不负责任的‘瘾性’喂养人没有将吃剩的猫伺料清除。但是比起由‘两只脚的’所制造的其他的垃圾的份量简直是小巫见大巫。
那位投诉人应该庆兴社区里有我们这些尽心又有责任感的人在喂养并且结紮社区里的猫,以防止猫数爆增。有定时喂养的猫咪也不会在垃圾桶里翻找食物, 也因为我们不懈努力的劝阻那些不负责任的喂养人才能令我们的社区拥有干净和正洁的环境。

You make some good points here. I'm reminded of an incident I saw a few days ago. A guy was walking his dog in front of block 443, where that 24 hour food court is. This was the middle of the afternoon. The dog stopped to defecate, but the owner kept walking and the dog walked along the sidewalk with crap falling out everywhere. The owner looked back and saw it but ignored it. I have no doubt that this same kind of owner is the one that lets his dog pee on the void decks.
Besides that, the whole thing lacks common sense anyway. Cats don't pee on solid surfaces if they can avoid it. They prefer to use soil for both peeing and defecating. It's their natural instinct to dig and bury their leavings. Dogs on the other hand don't do that.
The majority of messes made under HDBs are the work of people. I see it daily where I live. They come, they hang out, they throw stuff all over the floor and leave things all over the table, even though there are trash cans located within arm's reach.
Yet, no one cares to reprimand these people or issue citations.
I hear cats outside where I live nightly, but it's rarely for more than a few minutes and the majority of the time they're quiet. You know why they make noise? Because people are abandoning their cats and these new cats and the old cats are vying for territory. If responsible pet ownership of cats was enforced then this would be less of a problem. Almost weekly I see fresh cats in my area, some that have visible lines in their fur from recently removed collars.
Anyhow, I hope that common sense is applied to the situation you described. Sometimes I wonder what sort of country it is that people like this want. No animals at all? If a country is too sterile it's ugly. The cats in Singapore add character to the country and they, as well as the care-givers, are one of the things I'll miss most about this place.
